DIRECTOR- Rah'Az'Jah Allah Washington

Rah'Az'Jah is a 15 year-old sophomore that attends James Madison High School. Although she has always been an honor roll student, she has also had an interest in sports. Rah'Az'Jah has never played an organized sport until her freshman year at Madison High School, when she became part of the junior varsity softball team. She fell in love with the game instantly and came to the conclusion that she wanted to continue the journey of softball. She realized she also wanted to share her joy in the game and that's when she decided she wanted to engage in the Inner City Athletic program. She knew that this program would allow her to share her joy in the sport with many children, but also help a good cause as well.

SECRETARY- Valentina Ojeda

Valentina is a San Diego native, television host, actress, and licensed Realtor. You may have seen her on local commercials, and she is very excited to soon be hosting and co-producing a fun new talk show highlighting inspirational leaders and hot new businesses right here in San Diego. When she is not hosting, Valentina is getting fit with CrossFit, spending time with family and assisting her real estate clients achieve their dreams of homeownership. Valentina is honored working with ICAP and enjoys making a difference, especially in the lives of children.


Clarence is the Founder/CEO of Inner City Athletic program. He has over 20 years experience working with fostered, abused, neglected, and at-risk youth within state shelters, group homes, and institutions. Clarence earned his Master of Science degree in Organizational Leadership and Management at Springfield College, and conceptualized and established ICAP in 2008. He has played sports his entire life, coached basketball, umpired girls high school and recreational league softball, to his enjoyment. He has also worked in the medical field as a Physical Therapist Assistant and Neurodiagnostic Testing Technician performing electroencephalograms and evoke response testing.  Clarence has his Food Service Manager's License, County of San Diego, and managed Gellerosa Ranch Barbeque, Bonnie B's Smokin in Pasadena, CA, and former owner of Chuck Wagon Barbeque participating in Street Scene and Encanto Street Festivals as a vendor. He enjoys providing healthy development, education, and guidance to youth for empowerment towards healthy lifestyles. Mr. Henderson is a board member of the Global Action Research Center, participate in Live Well Leadership Team Meetings, San Diego Accountable for Health, and Lemon Grove's Heal Zone Recreation Workgroup, among others.


Lee is currently a Senior Loan Manager at a financial institution, and volunteers his time tirelessly for the improvement of our communities. He has coached and umpired girls high school and recreational league softball for many years. Lee has served on many boards and cares about our youth's well-being.

DIRECTOR- Joyce Geller

Joyce is a retired entrepreneur and former owner of the famous Gellerosa Ranch Barbeque in downtown San Diego, know for their secret sauce, smoked meats, and extraordinary Strawberry-Banana cake. Politicians, movie stars, and professional athletes always enjoyed dining in the Gellerosa. She hosted the talk show, "Parenting," and has appeared on numerous cooking shows. Joyce has served on many boards: Chamber of Commerce, Central City Association, Convention Bureau, Metro Network, Sisters of Survival, and the San Diego Opera Board of Directors as Vice President of Community Affairs & Education Committee. She has also trained at-risk youth who needed employment who made careers out of their experience at the Gellerosa. Joyce is known as, "Mrs. Gellerosa."

Director- ​Frances Reilly

Frances Marie Reilly is the founder of Earth Connect, a new organization whose vision is to enable people to self-heal through connecting with nature. She has over twenty-year's experience working with small businesses and non-profits, helping them to streamline their policies and procedures, return to profitability, and bring compassion to management. Frances formerly owned and operated a photography business in San Diego and currently carries certifications as an administrator for RCFEs, Creative Expressions, and Transpersonal Ecopsychology. Her passion is to enable the overall well-being of people through their interaction with the natural world.

PRESIDENT- Paul Watson Jr., MSHS

Paul has over 35 years of experience in non-profit administration, management, and service delivery. Paul successfully completed contracts relating to Community Youth Development in the following countries: Central Asia; the Netherlands; South Africa; Brazil; and Jamaica. Currently, Paul is the President and CEO of the Global Action Research Center, as well as, professor at UCSD.

He also founded his own training and consultation company, Watson and Associates International. He has served as Executive Director at San Diego Youth and Community Services. Paul was Past-Chair of National Council on Youth Policy(National Network for Youth), and consultant to California Governor's Child Welfare Services Re-design Workgroup. He has also published articles on Community Youth Development.
